Are they both the same? :

they both have same species name, but different genus. But is that just a naming issue, and they are both the same actual blenny?
Will it likely eat nuisance algae like maybe bryopsis, turf, bright green thick film?

They certainly look awfully similar. They may very well be the same species but collected from different areas.
